Lifelong learning is a popular thought that is now considered the most significant education reform and social quality promotion around the world. In his 2012 policy address, the Macao SAR Governor clearly outlined the policy objective of lifelong learning, and launched the "PDAC" for funding support of the residents’ lifelong learning. Propelled by government support, the concept of lifelong learning is now widely recognized.

In view of this, the Vice Rector and Dean of the School of Continuing Studies of City University of Macau, Prof. Aliana Leong signed the cooperation MOU with Bei Jing Open University (BJOU) for the introduction of first-rate online learning resources. The BJOU attached great importance to the cooperation as well. Participants in the signing ceremony included the rector of BJOU, Prof. Hu Xiaosong; Vice rector of the university, Mr. Zhang Tiedao and Mr. Jiang Rao; the rector assistant, Mr. Zhang Jiyong; the Director of Registry, Ms. Li Chunying, Director of the Teaching Department of Finance, Li Zhe; Director of the enrollment department, Mr. Zhang Genqiao; the director of Foreign Affairs Office, Xi Qizhi; and Ms. Gao Qin li of planning and research center.

The BJOU was founded in 1960. It is an Open University dedicated to distance education through the sue of radio, television, computer network, textbook and audio-video textbooks. It is an important component of CCRTVU system with branches spreading around Beijing, constitute a long-distance system of holistic planning, independent running and management of branches. Currently, there are 53 branches in different districts and rural areas, among which 20 are branches and 33 are work stations and learning centers. BJOU has one direct affiliation, the College of Open Education. BJOU was honored by the Ministry of Education and CCRTVU as a “model for CCRTVU system" and in 2005, BJOU was nominated as one of the best performer in the "Talent-Training Reform and Open Education Experiment" project.
