To deepen cooperation between Macao and Portuguese-speaking countries in the field of scientific and technological innovation, the Science and Technology Development Fund (FDCT) and the Economic and Technological Development Bureau (DSEDT) of Macao recently organized the “Macao–Mainland China Sci-Tech Innovation Delegation to Brazil.” Led by Che Weng Keong, president of the Administrative Committee of FDCT, and Chan Chou Weng, deputy director of DSEDT, the delegation went to São Paulo, Brazil for visit and exchanges. Andy Liu Wenjian, associate dean of the Faculty of Data Science (FDS) at City University of Macau (CityU), participated in this visit on behalf of the University. Together with nearly 40 representatives from universities in Macao and the Chinese mainland, technology enterprises, and investment institutions, they explored new opportunities for sci- tech innovation cooperation between China and Brazil, further promoting Macao’s pivotal role in international sci- tech cooperation.

The itinerary of the delegation focused on the themes of sci-tech innovation and industrialization. They visited multiple academic institutions, enterprises, and industry associations. During this period, the delegation also attended the signing ceremony of the cooperation agreement between FDCT and the São Paulo Research Foundation (FAPESP) in Brazil, witnessing the implementation of a joint funding program by both parties in fields such as biomedicine, artificial intelligence (AI), and marine technology. At the meeting, Associate Dean Andy Liu Wenjian introduced the recent work of FDS in AI, with a focus on areas such as cross-border data flow, smart healthcare, and data security.

In addition, Associate Dean Andy Liu Wenjian, along with the delegation, visited academic and research institutions such as the University of São Paulo (Universidade de São Paulo), the São Paulo State University (Universidade Estadual Paulista, Unesp), and the São Paulo Institute of Technology (Instituto de Pesquisas Tecnológica, IPT). At the University of São Paulo, he introduced the development, application, and talent cultivation of cutting-edge technologies such as large language models in the FDS. At the São Paulo State University, he shared CityU’s achievements in developing a new type of metropolitan university centered around data science to better serve Macao and the Greater Bay Area.

This delegation led to several cooperation consensuses. Associate Dean Liu stated that the trip opened up a practical pathway for sci-tech research cooperation between China and Brazil. He emphasized CityU would continue to focus on fields such as AI, cross-border data flow, and smart healthcare, leverage the strength of both Macao and São Paulo, identify opportunities, and conduct sustainable sci-tech research and cross-border data cooperation.
